Subject: Please distinguish between referendums and initiatives

Good article.

Citizen ballot initiatives are initiated by the people. Referendums are referred to the people by legislatures.

One reason this isn’t just academic is that ALEC and others around the country are trying to make ballot initiatives more difficult partly by arguing that there are too many on the ballot. In actuality about two-thirds of all ballot measures are referendums. Thanks to Alec Exposed:
